The Faulkner County Sheriff’s Office arrested a 34-year-old Conway man over the weekend for allegedly arranging to meet up with who he thought was a 13-year-old girl.

Kendrick Lamont Phillips was arrested Friday night following an undercover FCSO investigation.

The investigator first messaged Phillips in an online chat group called "Teens4Daddy." A probable cause affidavit notes Phillips was using the screen name "357Ken." The two switched over to a private conversation, where the investigation further ensued.

"During these communications, Phillips stated that he was interested in ‘young girls’ specifically between the ages of 15-16 years of age, Phillips shared photos of younger teen females between the ages of 15-20 years of age," the affidavit reads.

The undercover investigator told Phillips he could arrange a meeting in Conway between his undercover profile, Phillips and a 15-year-old girl.

"Phillips stated he wished to participate and a meeting time and location was set up," the affidavit reads. "Phillips requested that my UC profile arrange for the 15 year old female to meet him at his apartment. Phillips stated he would provide marijuana for the 15 year old female and my UC profile stated he would provide Xanax."

A meeting was set up for Saturday. However, according to the affidavit, the investigator messaged Phillips prior to the meeting and said he knew of a 13-year-old girl who was also available.

After Phillips "inquired multiple times if my [undercover] profile was a law enforcement officer," the two decided to meet around 7:30 p.m. Friday instead.

According to the affidavit, the investigator arranged for Phillips to meet up with him in downtown Conway. He told Phillips to follow him from there to a residence in Vilonia.

The affidavit states Phillips arrived in a green Ford Excursion around 7:30 p.m. Friday. Upon his arrival, sheriff’s deputies arrested him and took inventory of the items in the vehicle.

"At the time of his contact, Phillips was found in possession of a cellular phone, and condoms," the affidavit reads. "An inventory of his vehicle found additional condoms, a 3 ounce tube of lube, and a receipt."

When questioned by police, Phillips admitted to chatting online with the undercover investigator and also to "having a sexual attraction to ‘teens.’"

During the interview he also admitted to agreeing to have sexual relations with the girl he thought to be 15 years old but said "he didn’t think he would have engaged in any sexual contact with the 13 year old female," according to the affidavit.

Phillips is currently being held in the county jail in lieu of a $100,000 bond. If he posts bond, he would be subjected to random drug screens. He is set to appear in Faulkner County Circuit Court at 9 a.m. Aug. 28 for a plea and arraignment hearing.
