Melissa Rhodes and Stephen Carter of Arlington, Va., have announced their engagement and forthcoming wedding. 

The bride-elect is the daughter of Mrs. Gina Rhodes Hellums and Mr. Gary Hellums of Fort Smith and Mr. Sam Rhodes and Mrs. Alice Schilly-Rhodes of Bonne Terre, Mo.  She is the granddaughter of Mr. and Mrs. Richard Rhodes, Mr. and Mrs. Leo Faulkner, and Mrs. Nelda Baber, all of Fort Smith. 

She is a 2003 graduate of Alma High School. She graduated magna cum laude with a bachelor of arts in history and French from the University of Central Arkansas Honors College in 2007. 

Currently, she is employed by the Department of State in Washington, DC where she works as a foreign service officer on U.S. refugee policy. 

The prospective groom is the son of Dr. and Mrs. Michael Carter of Conway. He is the grandson of Mr. and Mrs. Gene Hendrix and Mr. and Mrs. Don Carter. 

He is a 2003 graduate of Conway High School. He graduated from Ouachita Baptist University with a bachelor of arts in mass communications and political science and was the Outstanding Graduate in Political Science. He obtained his master of arts in digital photography from The Savannah College of Art and Design.  

Currently, he is a regional assistant for International Justice Mission, a human rights organization dedicated to fighting human trafficking and forced labor.

The 3 p.m. wedding is set to take place Aug. 28 at Anthony Chapel at Garvan Woodland Gardens.
