Independent Living Services Greenbrier Apartments opened its doors to the community Wednesday.
Nancy Williams, ILS board of directors president, welcomed the crowd of Greenbrier residents who attended.
"This facility is the result of many, many visions," she said. "It is the result of our wonderful clients ... who have a vision of living independently in our community."
Jackie Fliss, executive director of ILS, thanked the community and everyone who had a part in the opening of the new facility.
"We will continue to pray to God that we will continue to provide what we believe are quality supports for people with developmental disabilities," Fliss said.
"This was Peggy Snyder's dream," Fliss said of her predecessor, who was present at the event. "I am fortunate to follow in her footsteps."
Snyder said, "I feel absolutely blown away by this whole project. It's just overwhelming. I love it. I'm so happy for everyone, especially the people who get to live here."
ILS Greenbrier Apartments was funded by a $956,400 grant from Housing and Urban Development. Residents must be at least 18 years old with a high school diploma and have a developmental disability, such as cerebral palsy, spina bifida or mental retardation.
Located on Cedar Street, the complex includes 17 one-bedroom units, two of which are wheelchair accessible. There is also an apartment for a live-in manager, a community room and a laundry room. Personal care, case-management services and some transportation will be provided for residents.

"It seems like just the other day we were out here breaking ground," said Sen. Gilbert Baker, R-Conway. He and Rep. Preston Scroggin, D-Vilonia, are on the ILS board of directors.
"Preston and I really do appreciate the opportunity to try to help," Baker said. "Thank you for allowing me to be a part of this grand opening and serve on the board."
Baker also read a letter from Gov. Mike Huckabee commending ILS for its work.
U.S. Rep. Vic Snyder, D-Ark., said the new facility, as a governmental program, is good for everyone in the community. He said providing a level playing field for people with developmental disabilities is one of the purposes of government.
"Congratulations to the folks who get to live here, but congratulations to the community for providing this great service," he concluded.
